内容提要中央与地方关系因其在一个国家政治生活中举足轻重的地位而一直倍受政 内容提要 中央与地方关系因其在一个国家政治生活中举足轻重的地位而一直倍受政 治理论研究者和实践者的关注。其处理成功与否直接关系到一个国家的政治统 一、经济发展和社会稳定。中国在处理中央与地方关系的问题上是有经验教训|的。 中国经济遭受的挫折和现在获得的成就无不与中央地方关系的处理密切相关，因 而对中央与地方关系进行认真严肃的探讨有着相当重要的理论和实践意义。 本文将分三大部分展开论述： 第一部分首先将从利益分析角度对中央与地方关系的实质作一定程度的探 讨。利益是任何主体行为的原动力，从利益分析的角度对中央与地方关系的把握， 将有利于下文展开问题成因和对策研究的分析；其次将简要回顾中央与地方关系 的历史演变。 第二部分重点对中央与地方关系的现存问题及其成因进行分析探讨。文章认 为目前中央与地方关系中存在的主要问题是中央权威弱化、地方政府行为失范和 分税制存在着一定的问题，进而对形成这种现象的原因进行了探讨。 第三部分从制度设计创新角度分析转型期对中国中央与地方关系的规范性 约束，提出制度创新的选择模式、设计原则及需注意的几个关键环节。 关键词： 中国，转型期，中央与地方，关系 AbstractThe Abstract The relationship between the cenWal and the local authorities plays a decisive role in a nation’S political system．It is of vital importance to the nation’s political unification，economic development and social stabilization．Political theory researchers and practitioners pay close attention to the study 0n it。With regard to the economic setbacks suffered in the past and SBccess achieved nowadays，China has experiences and lessons from the conduction of the relationship between the can订al and the local authorities．Therefore，research of the relationship is of great theoretical and practical significance． This paper will discuss the relationship in three categories： Firstly,the CIIlX ofthe relationship will be discussed from the analysis ofinterests，which are the motive power ofprincipal act．The discussion will be helpful to the analysis ofthe CaBSeS of the problem and the way to deal with the situation．ARer that，the development of the relationship between the central and the local authorities will be reviewed． In the second part,existing problems and causes of the relationship between the central and the local authorities will be analyzed．This paper suggests that the main problem of the relationship is the weakness ofthe central authorities，non-standardization ofthe local authorities and the tax system．The causes ofthe situation will be discussed． Lastly,standardized restraint imposed on the relationship between the central an
