摘要自来水行业价格规制是我国当前进行自然垄断产品价格规制改革的重要组 摘要 自来水行业价格规制是我国当前进行自然垄断产品价格规制改革的重要组 成部分，而自来水具有自然垄断和行政垄断的双重性质，从而更具有复杂性。本 论文从自来水价格规制三方(政府、供水企业以及消费者)入手，运用经济学(包 括公共经济学)和政治学的理论，系统研究了自来水的价格规制，侧重点在于政 府如何进行自来水价格规制。作为价格规制的主体，在与企业和消费者双方都存 在信息不对称的情况下，如何制定出合理的水价，使水价能刺激企业降低生产成 本提高经营效率，增加社会福利，节约水资源。本论文指出政府必须把握价格规 制的主动权，改变过去坐等企业要求调价的消极做法，运用自来水价格规制理论， 经常性地对企业的成本信息，市场供求信息进行调查，同时应该注重对消费者的 心理和行为进行研究，根据自来水价格影响因素的变化，适时调整自来水价格规 制的方法，主动、灵活、科学的进行价格规制，还应建立价格规制的监督机制， 完善价格法规，约束政府价格规制的行为。论文共分为五章，第一章介绍了开题 的目的和研究自来水价格规制的意义；第二章从自来水自然垄断和行政垄断生以 及自来水的经济特性着手分析了自来水价格为何要进行规制；第三章较为系统的 阐述了自来水价格规制的理论和方法，包括自来水价格水平的规制和自来水结构 的规制，以及在信息不对称和政府俘获理论下的自来水价格规制：第四章回顾了 我国自来水价格规制的历程，指出了我国目前价格规制存在的问题；第五章，作 者设计了我国自来水价格规制改革的目标，并对当前我国进行的自来水价格规制 改革提出了政策建议。 关键词：自来水价格规制方法内容改革目标政策建议 AbstractTap Abstract Tap water price regulation is the important compose of price regulations of natural monopolization goods．Because tap water involves natural monopolization and administration monopolization，it shows much complex．Using economic and political theory,I studied the tap water price regulation from views of government，water supply enterprise and consumer．Government as the main bedy of price regulation should know how to set reasonable price，SO that water#ce will stimulate enterprises to reduce production cost．The paper also shows government should control ce regulation，change the behavior ofwaiting for enterprise asking for huff, and investigate enterprise cost and market supply and demand information，amend the price law to restrict government behavior． The paper involves five chapters．The tkst chapter introduces the purpose of studying tap water price regulation．The second chapter analyses the reasolls of tap water price regulation，from natural monopolization，administration monopolization and economic characters of tap water．The也ird chapter expounds the theories and means of tap water price regulation，involving regulation of level and structure oftap water price and tap water price regulation under information asymmetry and government capture t
