本科毕业论文 人口老龄化背景下我国新型农村养老保险制度问题研究 摘 要 农村社会养老保险制度是我国社会保障制度的重要组成部分，建立完善新型农村社会养老保险制度，不仅关系到农业、农村、农民的切身利益，也关系到我国全面实现小康社会的进程。积极探索完善符合我国国情的新型农村社会养老保险制度，对于保障农民切身权益、促进农村经济发展、建设新农村、构建和谐社会都具有重要的意义。 本文首先分析了我国农村建立养老保险的迫切性，我国人口老龄化速度逐渐加快，农村老龄化速度和规模都已超过了城镇，加之农村近年来家庭养老功能的弱化以及土地保障功能的下降，农民对养老保险的需求日益高涨。回顾了改革开放以来我国农村养老保险的历史变迁，社会经济的发展、政府政策变化对新型农村建立养老保险制度的建立提供了必要条件。结合近几年新农保实施过程中出现的农民缴费意愿低、新农保基层经办力量薄弱、社保基金保值增值困难等问题，提出一些对策和建议。 关键词：新型农村，养老保险，对策建议 ABSTRACT Rural social endowment insurance system is an important part of social security system in our country, establish and improve the new rural social endowment insurance system, not only is related to agriculture, rural areas and farmers’ vital interests, but also to the process of our country realize well-off society in an all-round way. Actively explore to perfect a new type of rural social endowment insurance system suitable to China’s national conditions, to protect farmer’s vital interests, and promote rural economic development, the construction of new countryside, building a harmonious society has important significance. This paper first analyses the urgency of endowment insurance building in China, our country population aging speed gradually speeding up, the rural aging speed and scale have exceeded the town, the rural family endowment function weakened in recent years and the land safeguard function decline, farmers demand for endowment insurance are growing. Review the history change of rural endowment insurance in our country since the reform and opening up, the development of social economy, government policy changes in building a new type of rural endowment insurance system establishment provides the necessary conditions.
