II II Abstract The Anti－Japanese War is the national rebellion against foreign aggression for the sake of national liberation. It is the first Great Patriotic War that China has ever achieved a complete victory. The Chinese nation has paid enormous efforts and sacrifices. During the war period, the transportation is the lifeblood of military operations and rear of the building, since the blockade made by the Japanese poses a great threat on our transportation. In 1938, the National Government has begun to mobilize national manpower, material, and set out to restore the traditional transportation system to complement the lack of modern transportation. Hunan Provincial Government responds positively to the establish the organization, employ shipmen and packhorse ships, survey lines, waterways and combined transport, and timely adjusts the business and organization during the war time, and effectively and successfully complete a variety of transportation tasks, making great contributions for the war. Throughout the transportation situation in Hunan Province, it takes a pivotal position in water and land transportation business, and plays an important role during the Sino-Japanese War by effective management and flexible adjustment mechanism. It has broken the Japanese strategic blockade of our transportation, which crushed the attempt of the Japanese to destroy China and brings hope to the pessimistic Chinese people in the war. It transports military supplies immediately to support front-line troops combat, alleviates tense contradictions of wartime transportation, saves the government spending, and enhances the strength of the war, making great contributions to the victory of the war. It actively transports the backlog of commodity goods, regulates the balance between supply and demand, keeps the price stability and supports the National Government so as to stabilize wartime economy which is swaying in the wind during the war.
