II II Abstract This article mainly focuses on the mutiny in 1912. 1912 is a year with new social system replacing the old one in Chinese history. There are frequent insurgences which caused people’s concern. Actually, the special history background affected a lot: Though the government was established, the surfaced unification didn’t exist in truth. Various factions have fierce competition with each other; People suffered hard life; Military expenses increased rapidly; Difficulties appeared in central government. The flames of solider rebellion were spreading fast and vast. Its strong destruction power and adverse impact not only endangered the government but also posed great threat to people’s lives and property safety. Reasons for mutiny are complex, including fields of politics, economy, military and culture. The torn apart national status provided suitable soil for it to grow. The inevitability came from poor national economy, hard central finance support and arduous lives people have to live. The defaulted payment on the army became the signal while the disbarment and internal conflicts of the army were the catalysts to the mutiny. In addition, the legacy of the revolutionary forces of the Qing dynasty and the party and other factions in the military planning of promotional activities, as well as the occurrence of mutiny provided the ideological foundation. Therefore, the year of 1912 had many factors resulting in the frequent mutiny which was also a result for historical inevitability of the mutiny and the role of chances. In response to the mutiny, the Government adopted a series of countermeasures, such as repression and severe punishment, posting away and demobilization of social upheaval, to strengthen the ordnance management and control of the military members attendance, disarmament, etc.; for people, apart from the solemn protest to the Government asking the Government to take measures , stabilizing and paying the damages, founding positive association
