华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract As a non-profit organization, the scientific-technical community is an important part in innovative country building. The paper aims to study the relationships between the scientific-technical community and government，in order to stimulate the effect of the scientific-technical community and make a contribution to innovative national construction. After analyzed the basic relationship, functions relationship and resource dependencies relationship between the scientific-technical community and government, the author finds out that there are some distinctive features between them, such as the high constraints from government, the limited extent of the government’s public service, and the asymmetry dependence between them and so on. We can explain the reasons from three aspects. Firstly, it’s the historical reasons. Secondly, it’s the government reasons, mainly behaved in the lack of legal protection, the strictly in administrative management system, the existence of affiliated institutions, the lack of government policy support and the imperfect of government transfer functions. Thirdly, it’s the reasons for the scientific-technical community, mainly expressed in inadequate internal governance structure of scientific-technical community, lack of financial capacity, human resource shortages, lack of community credibility and so on. Based on the current problems of relationships between the scientific-technical community and government, the author proposed some suggestions to build positive relations from the perspective of government and the scientific-technical community.
