万方数据 万方数据 The Scientific Concept of Development from the Perspective of theValue Orientation of Our Public Policy Research ABSTRACT Since the reform and opening up, Chinas economic development has maintained a rapid and sustained growth. At the same time, there are a variety of imbalances in Chinas economic and social development, such as imbalances between rural and urban development, different regional development,economic and other aspects of social development,and social and natural development, ect, resulting in increasingly social conflicts.To some extent,it hindered the pace of econmic development and social stability. Therefore, in the Party’s 16th Third Plenary Session, President Hu Jintao emphasized that we should establish and implement the scientific concept of comprehensive,coordinated and sustainable development. The Seventeenth Meeting made solemn implement on the new requirements of the Scientific development concept. This is not only a major political task of the whole party, but also a great responsibility of the theoretical circle and the academic community. The value orientation of public policies is an important part of the core system of our socialist, also a concrete manifestation of the nature of our chinese characteristic socialist. Under the guidance of the scientific concept of development,according to the problems existing in our current social life, further adjustment of the value orientation of our public policy is of great importance for the opening policy and modernization. In this paper, on the basis of studying the theory of public policy, using systems analysis method, comparative analysis and law and literature analysis methods, ect, it explored the public policy values in our country, it also analyzes various of social prblems resulted in the deletion and deviation of the public policy values.
