II II THE RESEARCH ON POLY-CENTRIC GOVERNANCE OF THE TEMPORARY STALLS SELLING VENDORS ——TAKING NANNING CITY AS A CASE ABSTRACT As city low employment population, the vendors also played a positive role. the city development.In the dual pressures facing the city all right and right to life by individual vendors, city managers begin to face the social management innovation, and they have explored the street vendors ceaselessly .This research is studied in the context of this environment to manage mobile vendors for Nanning city. On the governance of street vendors, Nanning City adopted a variety of attempts.And meanwhile,the author in the investigation on the basis of the analysis, select temporary stalls selling (including vendors business street and flea market) vendors as the main research object.Because the management framework is adapted to the city development needs ，and can complement each other. The results show that both of them are no chapter,and the responsibility management is confused. And they III III play the role of management are not obvious in the improvement of the maintenance of the vendors for their rights. The governance is also unilateral. It lies in the city management philosophy backward factors,the ambiguity of governance role .institution and social organization power scarcity deficiency etc.With the enhancement of international experience, the introduction of citizen consciousness and social management ability, combined with the development status of Nanning city, the author cited the poly-centric governance theory, thinking from four aspects of the government of limited liability , the embedded market competition mechanism , community organizations and vendors of personal ability construction. Mining multiple subject between different ways of administration the division and combination to form a multiple governance relationship on this basis.
