摘要当前，我国资源、环境问题突出，环境治理难度大，资源越来 摘要 当前，我国资源、环境问题突出，环境治理难度大，资源越来 越成为制约我国经济社会持续、健康、稳定、协调发展的瓶颈。资 源环境承载力，原为衡量人与自然协调发展的重要判据，现在已逐 渐细化，并成为衡量发展与各资源要素是否协调的重要指标，也是 处理资源要素与人口要素关系、进行城镇化空间布局、主体功能区 划的最重要的依据。人类社会的发展必须在遵循客观规律的前提下、 在合理的资源环境承载能力范围内进行资源的开发利用，才能实现 可持续发展。 土地资源承载力是土地资源系统对人类生产、生活的支撑限度， 利用土地资源承载力监测能够对承载力大小变化以及开发利用行为 是否超限进行监测。建立土地资源承载力监测制度有利于为科学管 理土地资源承载力监测提供依据，更有利于完善环境保护制度体系 以及加强对土地资源的保护。目前，我国土地资源承载力尽管已有 相关的立法规定，但是还存在立法体系不完善，土地资源承载力监 测的主体、对象、内容、程序、法律责任规定不明确等问题。要完 善我国土地资源承载力监测制度必须立足现状，从基本法律体系构 建出发，修改相关法律规定，明确监测主体，明晰监测对象，完善 监测内容，规范监测程序，落实法律责任追究机制。 关键词：土地资源承载力，监测制度，法律责任 万方数据 ABSTRACTAt ABSTRACT At present,Chinas resource and environment problem are obvious， environmental governance is difficult,resource is increasingly become the bottleneck of Chinas economic and social sustainable，healthy, stable and coordinated development．Resources and environment carrying capacity,formerly be the important criterion to measure the coordinated development of man and nature．Now it has gradually thinning，and become the important index to measure the development and the resources whether coordination．And it is the most important basis to deal the relationship between resources factor and population factor,to design the urbanization space，to project the main function zone．The development of human society must be on the premise of abide by objective laws．Resources development and utilization must in a reasonable range of resources and environment carrying capacity．Only in this way，Can we achieve the sustainable development goal． Carrying capacity of land resources is the limit of land resource system to support for human production and live．Utilizing the carrying capacity of land resources Can monitor the size of the carrying capacity change and whether the development and utilization overrun．Setting up a carrying capacity of land resources monitoring system Can provide the basis for scientific management of land resources capacity monitoring． And it is beneficial to improve the system of envir
