II II 摘 要 老工业基地是在长期的工业发展过程中，形成的对区域经济或全国经济产生 巨大影响的工业集群区域或城市。我国传统体制中的老工业基地，是为了实现国 家的战略意图，靠政府以行政的力量计划和配置资源建立起来的，在我国的工业 发展进程中占有举足轻重的地位。面对计划经济向市场经济转轨的重大变迁，老 工业基地由于各种原因有所衰退，但仍具备相对优势，老工业基地改造具有必要 性和可行性。我国的老工业基地经历着从建立、发展、繁荣，到衰退、改造、振 兴的演进过程。兰州市老工业基地路径依赖的演进历程表明，兰州市在资源开发 利用、国有企业改革、工业技术升级、产业集群等方面都存在路径依赖，并且种 种的路径依赖对兰州市的经济发展产生了一定负面效应。以新制度经济学的路径 依赖理论为支撑，采用制度、结构、绩效相结合，规范理论研究与实证分析相结 合，历史分析与比较分析相结合的研究方法，从路径依赖的内涵、分类、形成机 理和路径打破四个方面构建了路径依赖的理论框架，在大量理论分析基础上，研 究兰州市老工业基地存在路径依赖的具体表现，并深入地从初始条件和历史事 件、路径转换的社会成本、自我强化机制、刚性的制度环境、利益集团和认知锁 定几个方面分析路径依赖的形成，进而提出兰州市老工业基地改造的破解思路和 实现路径。兰州市老工业基地应从空间与体制两个视角出发，以集群化为手段实 现空间调整，以国企改革为突破口实现体制优化，打破兰州市老工业基地原有的 路径依赖。 关键词：兰州市；老工业基地；路径演进；路径依赖；路径选择 III III Abst ract The old industria l base is an industria l cluster region or city which was formed in the long term of industria l development. The old industria l bases for strategic intention were set up by the strength of gover nment, in Chinese traditiona l system. They play an important role in the development of the industry. Though the old industria l bases have left behind, they still have many relative advantages. The evolution of path dependence of Lanzhou old industria l base shows that, there are some phenomena of path dependences in the old industria l base: development and utilization of resources, state-owned enterprise reform, upgrading of industria l technology, industria l cluster and so on. The path dependences on the economic development of Lanzhou have some nega tive effects. This thesis is supported by the theor y of path dependence. It adopts met hods of the combination of inst itution, struct ure and performa nce, of theoret ica l and empirica l analysis and of histor ica l analysis and comparative analysis. Firstly, this thesis constructs the theoret ica l framework of path dependence, then, researches the performa nce of path dependence in Lanzhou old industria l base. Secondly, it researches on the formation of path dependence from initia l conditions and histor ica l events, socia l cost of the
