III III The current interest rate and exchange rate regime is the foundation of the interest rate and exchange rate channels of the monetary policy which affects the economy, it will directly affect that the interest rate - the exchange rate transmission mechanism of the monetary policy is open or not, if we compare the monetary policy transmission system to the boat then the interest rates and the exchange rate regime and so on is a river. Therefore interest rates and exchange rates regime will have a crucial impact on the effectiveness of the monetary policy. According to the analysis of the present Chinas interest rates and exchange rate regime, in particular, the effect of interest rate and exchange rate linkage under conditon of Chinas current interest rate and exchange rate system on the effectiveness of the monetary policy, and empirical research by establishing VAR model of interest rates, exchange rates, GDP and other economic variables, the paper comes to measures to improve the effectiveness of the monetary policy:the essential measure to resolve the issue of interest rate and exchange rate is to improve the dual economic structure, to achieve economic growth led by domestic demand; at the same time the reform of the foreign exchange system must continued to be deepen,we should go ahead with reform and opening up of the capital market,improve Form Mechanism of Renminbi Exchange Rate and advance the exchange rate and interest rate marketization so as to perfect interest rate and exchange rate transmission mechanism; at last we must pay much attention to strenthen the coordination and cooperation of the interest rate and the exchange rate policies.
