AbstractThe Abstract The present paper divides into three parts．The first part first has carded on the limits to the criminal responsibility concept．About the criminal responsibility definition，each kind discussed and the textbook has nearly made different indicating，induced has following several kinds of types：(1)the criminal liability said that，the criminal responsibility is the crime person because of the legal liability which its criminality should undertake．(2)penalty punishes said that，the criminal responsibility is the country punishes or the sanction to the crime person’S penalty．(3) legal consequence said that,the criminal responsibility is the crime person because of the legal consequence which the implementation criminality that must undertake．(4)denial appraisal said that，the re criminal responsibility is the national basis criminal activity law the denial appraisal which does to the crime person and its the criminality， scolds or the condemnation．(5)criminal duty said that，the criminal responsibility is the crime person because of the criminal law duty which the criminality that must undertake．(6)criminal burden said that，the criminal responsibility forces in the criminal burden to the crime person which causes by the criminality．The author thought the criminal responsibility is refers to the crime person who implementation criminality been exert by the certain state agency based on the criminal law standard which bears by itself and is also one kind of denial law appraisal consequence because of the implementation criminality．Then also has carded on the introduction and the narration to the Chinese and foreign related criminal responsibility basis theory，the responsibility according to the theory is for the criminal responsibility production，has suitablly provided the theoretically support，was in the criminal responsibility theory a core question，the author analyzes the unit basis said，the dual basis said，the multielement bases said on the correlation
