东北大学硕士学位论文 东北大学硕士学位论文 摘要 论我国高等教育评估中介机构的建设 摘 要 我国高等教育正经历着由糖英教育向大众化教育的转变，其外在形式是高等 教育规模的扩展，内在变化则是高等教育质量观的重大转变，这就对高等教育评 估工作提出了新的要求。目前，我国的高等教育评估工作主要由政府组织实施， 政府作为高等教育评估机构具有种种弊端，难以满足日益增长的社会需求，这就 引出了高等教育评估中介机构的概念。 高等教育评估中介机构是一种介于政府、社会和学校之间的具有独立地位的 法人实体，它是通过接受业务委托，对高等学校的办学能力和教育质量进行价值 判断或诊断，并以评估结果影响委托人与被评估者决策的一种专门性组织。高等 教育评估中介机构的出现顺应我国高等教育改革的发展趋势，能够满足社会多元 化的需求。 本文以“社会中介机构”理论为基础，对高等教育评估中介机构的性质、地 位、特征等基本问题进行探讨，分析目前我国高等教育评估中介机构的现状，结 合国外高等教育评估中介机构的发展实践，来探讨目前我国发展高等教育评估中 介机构的基本思路和具体措施。 关键词：高等教育；评信；中介机构；独立性；专业权威 -1I- 东北托学硕士学位论文On 东北托学硕士学位论文 On the construction of the intermediary of assessment to higher education of our country Abstract ne higher education of OUr C01L11try is going through the transition from the elite educate to mass education，its external form iS expansion of the scale of higher education,the inherent change is a great transition of the high view of quality of education，this put forward the new request to assess tO higher education．At present， assessment tO higher education is mainly organized and implemented by government in higher education of our∞如tf茄the government has all sorts of drawbacks as the appraisal agency of assessment tO higher education，it iS di蚯cult tO satisfy the SOeial demand increased day by day,this concept drawing the intermediary of assessment to higher education． nis a kind of legal persons entity with independent status lying between government，society and school tO the intermediary of assessment tO higher education，by accepting business commission，to run a judge value or diagnose tO study ability and quality tO education of uhiversity,influence clients and person assessed by assessing result．The appearance of the intermediary of assessment to higher education complies with the development trend of hi@educational rcform of our country,can meet society’S DlUralisfic demand． This text is based on theory of”social intermediary“．carry on the discussion tO basic problems SUch as intermediary’S nature，position，charaeteristic，etc，and analyze ctnT
