⑨ ⑨ 硕士学位论文 MASTERS THESIS Abstract Ensuring the civil rights by law is not only the core of rule by law,but also the urgent requirement of building up political civilization．In our country,because of the restriction of the free market economy and rigid administrative system of segmentation on city and country，peasant·workers is becoming a special interest group engaged in farming and industry．Peasant—workers’basic rights and other legal interests，in the respect of politics，economy,culture，education,social activities and SO on,are safeguarded according to the Constitution and other related laws，realizing their different kinds of rights without interference or infringement．This is the essential requirement and inevitable outcome of Chinese socialism and the building up of democracy and rule of law．From the current situation and analysis，because of unequal employment，lack of social security and stable education rights，infringement of personal rights and interests，a very important question comes out，that is large member of peasant-workers’legal rights and interests are interfered and infringed．After using the experience of some scholars at home and abroad，combining my investigation on peasant-workers，I may put forward the following points：the key of safeguarding peasant—workers’legal rights and interests is the realizing of their association rights．In the country rules by law,peasant—workers’ politics，economy,culture，education，social right，activities right must be safeguarded by rights withstand rights and rights withstand power．In all of the rights．association right is the most important．The realization of the association right not only realize the part of their politic rights，but also give brace and guarantee to the realization of other economy and culture rights．In this dissertation，1 will start with the essence connotation of association right，with probing into its content and boundary．Then，1 will prove the necessity and feasibility of ensuring the peasant·workers’
