东北大学硕士学位论文 东北大学硕士学位论文 摘要 论入世后我国农业科技政策的调整 摘 要 加入世界贸易组织后，经济全球化构成了我国农业发展重要的国际背景， 我国农村经济发展所处的外部环境也随之改变。当今世界各国之间农业的竞争 归根到底是科学技术的竞争。因此，完善农业科技政策，促进农业技术创新， 是我国农业发展的必然选择。 农业科技政策是农业发展的推动力，农业的发展离不丌农业科技政策的支 持。农业科技政策主要包括科研政策和推广政策，目前我国农业科研政策基础 薄弱，针对性不强，知识产权保护意识差。在农业推广政策方面推广组织结构 不合理，科技人员素质整体不高，科技成果转化率低。农业科技政策是否适合 农业发展的需要关系着广大农民的根本利益，也关系到我国全面建设小康社会 战略目标的早R实现。 本文第一章首先对农业科技政策做出了界定，概述了我国农业科技政策的 现状并指出了存在的问题，以及研究农业科技政策的意义。第二章讲调整我国 农业科技政策的依据，包括现实依掘和珲论依据。重点解读了WTO规则对我国 农业科技政策的影响，以及农业科技政策调整的必要性和紧迫性。第三章主要 论述了我国农业科技政策调整的内容和调整的目标，在此基础上采取了一系列 调整措麓。 关键词：农业科技政策科研政策推广政策 东北人学颅Ij学位论史 东北人学颅Ij学位论史 Abstract On Adjust of the Agricultural Policy Of Science and Technology After China Became the Member of WTO Abstract After china become a member of WTO，the economie world turned the composing our country the agriculture dovelop very important and international big background，OUT COUFItry the Village economy develops the exterior environment of to alSO changes immediatelY．The essence of compete of agriCUlture iS compete of science and technology． Therefore，perfect agriCUlture teehn0109y policy，promote the agriCUlture technique set up，iS aD i nevitable choice that our country agriculture development． Agriculture technology policy iS a support that iS a motivation of the agriculture development．The agri cultural development can’t get away from the agriCUlture technology policy． Expansion buildup construetion absurdity in the aspects 0f agriCUlture expanding the policy，technology personnel character the whole are not high，the technology result of conversion rate is low。The demand of the agriculture development which agriculture technology policy whether to SUit basi C benefi tS or not Felates to the large farmer．also relating to our country the social strategy in middle—class fami ly in developments target to realize soon completely． ThiS thesiS a present condition for first to the agriculture technol ogy poIi Cy doi ng define，all saying our country agricu]ture 查垫查竺堡．!：兰垡丝苎
