宁波大学硕士学位论文 公益性社会组织发展研究——以宁波为例 摘 要 在我国社会管理体制改革创新的背景下，公益性社会组织在参与社会公共管理和公共服务、促进和谐社会建设中，地位越来越重要，作用越来越突出。它们为社会公众和社会发展提供公益服务，积极参与各类公益事业，广泛活跃在教育、卫生、科技、体育、社会管理、社会福利以及国际交往等各个领域，成为党和政府联系社会各界、广大群众的重要桥梁和纽带。因此，对公益性社会组织的发展研究，已经成为摆在我国公民社会发展道路上的一个重要课题，迫切需要研究分析公益性社会组织在社会发展中的作用、发展现状及存在问题，并在此基础上提出合理化的对策与建议。通过对公益性社会组织的研究，为公益性社会组织有效发挥其参与社会管理、提供公共服务的社会职能，开辟探索性的路径选择。目前，我国公益性社会组织还处于发展阶段，尚未真正成熟，存在结构不合理、专业人才缺乏、社会服务水平不高等问题，这就迫切需要加快公益性社会组织的培育、引导和发展，以推进社会管理创新与和谐发展。解决这些问题，需要从外部环境建设和内部自身建设方面，来分析培育发展公益性社会组织的可行性方案和积极探索。 本文主要针对在我国社会管理创新背景下，从公益性社会组织的功能作用、发展现状、存在问题及原因等方面，分析公益性社会组织在促进社会管理创新与和谐发展方面所起到的作用。在此基础上，对培育和发展公益性社会组织的对策和建议做了有益的探讨。本文以宁波为例，将“公益创投”和“公益促进服务中心”作为发展公益性社会组织的又一种切实可行的新方式；在分析试点工作的基础上，分析推广“公益创投”和“公益促进服务中心”在政策和实施运作方面的成功经验、做法及存在的问题，对全国各地培育和发展公益性社会组织工作具有重要的参考意义；对实现社会管理创新背景下，培育和发展公益性社会组织，推动社会和谐发展都具有一定的借鉴意义。 关键词：公益， 公益性社会组织， 社会管理创新， 和谐发展 Public welfare social organization development research —— in ningbo as an example Abstract Under the background of innovation of social management system reform in our country, public welfare social organizations to participate in social public management and public service, promote the construction of harmonious society, status is more and more important role more and more prominent.
