As a major coal producing province, Shanxi has abundant coal resources and it’s relatively extensive in energy use, so there are a series of energy waste and environmental pollution problems. Therefore, this article intends to analyze the current energy efficiency level in Shanxi Province, And to explore the influencing factors of energy efficiency in Shanxi Province, in order to improve scientific basis for Shanxi Province to improve energy efficiency and the environment pollution. In this paper, efficiency is subdivided into energy economic efficiency, energy environmental efficiency and comprehensive energy efficiency based on the conceptual framework of total factor energy, using super efficiency DEA model, combined with data of ten provinces (cities, districts) including Shanxi Province from 2000 to 2013 and data of eleven cities in Shanxi province from 2005 to 2013 to calculate the efficiency. Through external comparison with other provinces (cities, districts) of Six provinces in central and five provinces (city, district) in North China five provinces (city, district), finding that for Shanxi Province, the average of energy economic efficiency value is the lowest, the average of comprehensive energy efficiency value is the second lowest, and the average of energy environmental efficiency is in the middle level. Through internal comparison of eleven cities in Shanxi Province，finding that the energy economic efficiency of Linfen, Jinzhong and Lvliang did not meet the technical efficiency, and Lvliang is the lowest with the mean value less than 0.7; Only the energy environmental efficiency of Yangquan, Shuozhou and Xinzhou have reached
