摘 要 残疾人是由于身体残缺与功能障碍而在生活上有着特殊困难的社会群体，是 社会发展无法避免要付出的代价，更是需要对其进行特别社会保障的社会群体。 拥有完善的残疾人社会保障制度是当今世界评价一个国家或地区经济发展水平 与文明进步程度的重要标志，在这样的背景下，发展残疾人社会保障事业更突显 出其必要性与重要性。 本文在对现今国内外残疾人社会保障的前沿思想、理念和成果进行梳理的基 础上，比较系统地剖析了山东城镇残疾人社会保障的现状、存在的问题及成因， 提出具体政策建议，为完善山东城镇残疾人社会保障制度添砖加瓦。本文第一部 分是导论，包括选题的背景和意义、文献综述以及论文的研究方法；第二部分是 残疾人社会保障的相关理论，分别阐述了残疾人社会保障的含义及内容和相关理 论；第三部分从山东省城镇残疾人的社会保险情况、城镇残疾人获得救助情况、 城镇残疾人就业引导情况和城镇残疾人教育体系进行系统的比较,并对山东省城 镇残疾人社会保障存在问题进行原因分析；第四部分比较瑞典、日本和香港的残 疾人社会保障制度，从中得出一些对残疾人社会保障制度建设的经验借鉴。第五 部分在以上章节分析的基础上，提出提高山东省城镇残疾人社会保障水平的建议 和措施。 关键词：城镇残疾人 社会保障 救助 i ii ii Abstract There is a special social group in our society, which is in trouble in their life because of the disabled and dysfunction. We call them disabled person or disabilities. It is the inevitable cost during the process of our society development. So we need to give this special social group a special social security. A perfect social security system for disabled person in modern world is a very important symbol to evaluate economic development level and civilization degree of a country or region. Based on this society background, it is necessary and importance to develop social security system for the disabled. The first part of this thesis is introduction, including the related background, significance, literature review and the research methods. The second part is the related theory for social security of disabilities, respectively expounds the meaning of social security, the related theory of social security. The third part comparatively systematic analyzes the condition of disabled person in four fields, social insurance for disabled persons, society assistance for disabled persons, town urban employment for disabled persons and disabled persons education situation and focuses on analyzing the present social security problems of Shandong urban disabled people and the reason of those problems.
