汕头大学硕士研究 汕头大学硕士研究生学位论文 汕头市公交优先发展政策执行的制约因素和对策研究 I I 摘 要 城市公共交通是城市基础设施建设的重要组成部分，是体现一个城市综合发 展能力和现代化水平的重要标志，公共交通的发展对于城市的建设和经济社会发 展具有十分重要的作用。纵观国内外公交优先发展的研究现状，发达国家在城市 公交优先政策的实施和评价研究方面起步较早，我国许多学者近些年也纷纷结合 我国城市特点进行公交优先政策方面的研究，但多数研究都是通过定量模型、技 术分析等角度对各国家或城市的公交发展状况进行定量分析，然后提出技术性对 策，或者单独从政府角度凭借经验判断和宏观规划模型提出比较宏观性的解决对 策。 本文是以汕头市目前的公共交通状况为背景,对国内外的公共交通发展研究 的现状进行总结与分析，通过对汕头市交通局、公交企业和部分市民的实证调研、 文献研究、数据分析等研究方法，从政策执行过程分析的视角，对汕头市公共交 通优先发展政策实施的过程进行分析，发现汕头市的公交优先面临财政支持难以 到位、线网布局不够合理、基础设施建设滞后与公交市场经营混乱等问题，分析 得出汕头市的交通法规体系、公交优先政策体系、财务保障体系、公交管理体制、 规划建设体系、公交经营体制和政策舆论宣传等因素严重制约了汕头市公交优先 政策的执行。 根据汕头市公交优先发展的现状和对国内外公交优先发展先进城市的经验 总结，本文提出汕头市应该完善公交优先的法律体系、建立稳定可靠的财政投资 保障、构建完善的公交优先政策体系、完善科学有效的公交管理体制、优化公交 优先的城市规划体系、公交企业进行集团化改革和创新公交优先舆论宣传的方式 等措施来促进汕头市公交优先政策落实，推进公共交通的发展。 关键词：汕头市；公交优先；政策执行；限制因素；发展对策 I II Abstract Urban public transport is an important component part of the construction of urban infrastructure, and is the symbol of comprehensive development of a city, reflects the ability and the level of an important of modernization. Also, development of the Public transport plays an important role in the city construction and economic and social development. Throughout the research on public transportation development at home and abroad, the developed countries started earlier in the city bus priority policy implementation and evaluation, many scholars in China in recent years have research on the policy of public transport in priority with our urban characteristics. But, most of the research is using the method of quantitative analysis to analyze status of public transport in different countries from the Perspective of the quantitative model, the technical analysis, and then puts forward the technical measures, or macroscopic countermeasures through experience judgment and macro programming models from the Perspective of government.
