However, with the development of Chinas economy, the RMB internationalization level increase a lot, the RMB will also be accepted by more non-residential. As the number of the RMB offshore increase, while China also is a capital control country, so it should be created an offshore financial market benefit RMB offshore operation. The establishment of offshore financial center, one important is to have a system of the ecological environment suitable for offshore financial market development. We could see formation process throughout New York, London, Singapore and other international old financial center, this offshore financial center can start from scratch, from weak to strong, its behind all have a suitable system ecological environment. Imagine offshore financial centre to be a tree, then the system ecology would be the soil that growth, sunlight, air and water. Only creating system ecology that fit for its growth, the big tree could thrive, become pillar, and play its due role. This article get the conclusion the essential of creating system ecological environment according to summarize formation and creation of system ecology in political, economic, financial and law among London, New York, Japan and all major offshore financial center. At present Hong Kong as an international financial centre, with natural advantage-- long-term political stability, strong economic foundation, financial management, operation and supervision etc. In CEPA agreement, the increasing volume of trade between HK and mainland lead to the demand increases in RMB rapidly, therefore a good opportunity provided to build in RMB off-shore financial.
