哈尔滨工业大学经济学硕士学位论文 哈尔滨工业大学经济学硕士学位论文 - - II - Abstract Our country is the one of large population, also large grain manufacture, the supply and demand balance of grain and food security relates with the overall situation of beneficial to the peoples livelihood,social stability and economical development, it always the focus of work to successive governments, every year, the first central document is about agriculture, rural areas and farmersand the produce and circulation of grain.Duringthe twelfth five years ,the situation of the world,country and agriculture will has great change, which brings the new challenges to the grain security, ecological deterioration, decrease of cultivated land,population rigid demand growth,the rise of international price of food,the weak of agricultural infrastructure,the low level of physical equipment, the low ability of scientific innovation,agricultural labor shortage of population,rural capital outflows, financial services inadequate supply, which of the bottleneck who restricts the achievement of grain security goals. On the new start, solve these problems effectively, promote the achievement of grain security goals,which is both the need of the stability and dev elopment of harmonious society and the test of the the governments ruling ability. According to these, this paper is based on the analysis of the relations between agricultural policy finance and grain security.First of all, the article puts forward our countrys goal of grain security,including the stable increase of production,the improve of the degree of self-sufficiency,the reasonable rise of prices,the planting structure fits with national conditions.Meanwhile, summarizes the different stages of agricultural policy finance and its shortage of functions.Based on these, puts forward the transmission mechanism of the support of the agricultural policy finance to the grain security,analyses the effects of agricultural policy finance from the increase of gr ains production a
