Abstract The legislative language will be used as material to research the De-phrases. One aim is, to prove and supplement the related theory obtained from the literary output, then promote the research on the De-phrases embedded; The other aim is, the mode of the legislative language and the clauses in the legal document will come into the researchers’ more notice, the quality of the legislative language will be boost. Multipurpose use the basic theory of semantics, syntax and pragmatics, utilize the methods of the frequency statistics of words, combining the quantitative with the qualitative, the descriptive with the interpretive. This research will be extensively and emphatically. The findings from that research just as followings: In the legislative language, the exterior form of the De-phrases is long comparatively, and their structure are complicated usually. In the legislative language, the De-phrases have such semantic traits: its emotion meanings are often desalted, their style is written language; Different from “jiao shu de”, there exists a formal wording “teacher” in Chinese, there are no formal wording describe what the De-phrases convey in the legislative language. Besides, the De-phrases possess these semantic property: universal applicability, hypothesis property, flexibility, and so on. From the perspective of applying, the De-phrases possess precise nature, solemn nature, understandability, repetitiveness nature. From the perspective of pragmatic: the De-phrases have these functions: pausing, underlining the nature of the object that the De-phrases convey, classifying and joining, enumerating a list of items respectively. The frequency of the De-phrases in the whole legal document is, 1.3 times per 100 words and 1.3 times per clause on average, which is lower than the frequency in the section involved responsibility. The section involved responsibility provide the most befitting context for the De-phrases. However, zero De-phrase is found in two ar
