II II Abstract Since reform and opening-up, great achievements have been made in socialist modernization in our country and peoples material life level is also improved substantially. However, at the same time, our political restructuring lags behind economic development which hinders the further development of economy. There are many reasons for the lagging political reform. The important factor is the insufficient construction of political culture, which blocks the promoting of political structure reform. Thus modern political culture support is needed for our socialist modernization. Political culture is a relatively stable organic system of people in certain social historical conditions formed in the social political life and practice of political psychology, political thought, political value.Political culture has such characteristics as class character, relative stability and structuredness. Construction of political culture in contemporary China is carried out under the guidance of Marxism. Its contents is to enhance civic education, improving citizens political and cultural qualities;Adhere to the principle of collectivism, strengthening ideological and moral construction;Improve the scientific and cultural qualities of the people;Improving citizens awareness of the rule of law. Advanced political culture is the important guarantee to consolidate and develop our socialist political system. Construction of political culture has significant value and meaning in our socialist modernization. Currently, we have predicaments as follows in our political culture construction: firstly, the conflict between conception of rule of law and human consciousness; secondly, the contradiction of standard of right and official standard; thirdly, the inconsistency of subject consciousness and concept of personal attachment; fourthly, the deviation of political ideas and political behaviour.
