II II 现状、面临的冲突和存在的问题。公安监管对加强与人民群众的信息沟通， 正确引导网络舆情有积极的意义，可以说公安网络舆情引导控制是现阶段 维护国家统治和社会治理不可或缺的。然而，公安监管有它的局限性，这 主要是由于网络舆论的特殊性及公安监管本身的缺陷性导致的，包括网络 舆论公安监管法律不健全、监管利益考量失衡、监管错位和失位、监管权 力失衡等。 第三章为改进公安网络舆情监管提出建议，它包括改变监管观念、健 全监管法律体制、统一公安监管队伍建制、培养网民网络道德和建立网络 舆情监管联动机制。 关键词：网络 舆情 公安机关 监督管理 III III THE SUPERVISION MANAGEMENT OF PUBLIC SECURITY ON INTERNET FEELINGS ABSTRACT As the information technology has been promoted and applied constantly， internet media，such as online forum，BBS，blog，and micro-blog etc.，have become the most important way to transmit information.Internet media could rapidly and mutually transmit to the public，so it has a big power to influence the other person.Especially in the current context，internet incidents have been increased day by day.In this context ， the public security organ has the responsibility and duty to supervise the internet opinion，and to avoid the negative effect brought to society. The thesis，taking the public security on internet feelings as a view， analyzes the general problem of internet feelings and the present situation of public security on it.The thesis is divided to three parts:Introduction，text，and Conclusion.The text consists of three chapters. Chapter 1 analyzes the general problem of online consensus in public security.It consist of the theoretical concept，the transmit method，the formation of online consensus and so on.Online consensus could rapidly influence people’s behavior and thought.It could protect people’s right in the good function，but it also has the bad effect，so the public security is doomed to take the function to PAGE PAGE VI control internet feelings.
