In this way, we can regulate and operate administrative power properly, can establish the authority of administrative law enforcement, and can make administrative act more acceptable so that we are able to protect the most right of administrative counterpart. The reason-given system on administrative act is an efficient way to prevent the abuse of administrative power by making it a duty for administrative subjects to state reasons and by vesting a procedural right in the counterparts. So, studies on it play an important role in the legal construction in our country both in the theoretical and practical way. The reason-given system is a necessity to implement justice in administrative acts and make it reasonable. The system is procedural, legal, subordinate, theoretical and specific. The system, as one of the important system of administrative procedural law, reflects the assurance of human rights, promotes the righteousness of administrative procedures and the rule of law in administration. In addition, the reason-given system stresses the basic principles of the rule of law, and plays an important role in regulation and control of administrative power and insurance of rights of administrative counterparts. Generally speaking, many countries have detailed regulations about the reason-given system in administrative procedural act, including the exact time and time limitation to state reasons
