华中科技 大学硕士 学 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract Not-In-My-Back-Yard is a grass-root campaign in which the public take initiative to boycott some public programs because of environmental concerns. As public environmental awareness grow consistently, such movement appears in many cities as an express of protest to the government and society. In recent years, various levels of government started to increase investment in environment management, regarded it as one of the essential impetus of social economic development, and incorporate environmental targets into economic and social development performance assessment, which addressed many public-concerned environmental problems. However, with the increasingly thriving of environment protection, Not-In-My-Back-Yard campaign was launched in cities like Beijing and Guangzhou in protest of the construction of refuse treatment plant or chemical plant around communities. This type of campaign rapidly spread to other cities and make some impact on the society. To dig the reason, although the negative effect of Not-In-My-Back-Yard projects that cause potential harm to surrounded residents are the objective reason of such phenomenon, the essential reason is that the elite public decision-making model exclude the participation of public, which lead a closed decision-making environment that cause public panic. This paper integrates three well-known environmental incidents, PX Project in Xiamen, Dalian, and Ningbo, deeply discusses Not-In-My-Back-Yard from the perspective of public administration using theories such as environment fairness and democratic consultation, and analyzes changes and obstacles in the environmental management problems represented by Not-In-My-Back-Yard campaign. It aims to provide more effective method of government environment management based on individual case and relevant experience to avoid Not-In-My-Back-Yard during government management process.
