Neo-liberalism has been self-cut and polished marginalized in the difficult situation. It treats laissez-faire as its principle. Its basis is private ownership. It emphasizes market supremacy opposition to state intervention, and defense for the capitalist system publicly. Neo-liberal is the effect of capitalist economic, political and social contradictions. Its emergence and development has experienced four stages in general. We should have a scientific attitude to it. We should have the ability to absorb and learn from some reasonable elements, and abandon its dross, and thus promote socialism with Chinese characteristics construction. This article is divided into five parts. Introduction mainly analyses the concept and classification of neo-liberal theory; the neo-liberal status quo in our study and the research purposes and significance. The first part deals with the emergence of neo-liberalism and its development process. As a neo-liberal economic theory, trends of thought, it results in the1920s-1930s in the 20th century; the worlds economic crisis, neo-liberalism is out, and the new liberal theory carved their start small period until the1970s; in the early1970s, neo-liberalism occupied the status of mainstream economics in the United States、Britain and other countries after the disadvantaged for many years in the negative wave of Keynesian. In the1970s and1980s, neo-liberalism has become an important component to implement the theory of globalization in the international monopoly capital system in the United States and Britain. The second part deals with the major schools of neo-liberalism, and its main concepts and ideas.
