深化改革背景下的控规编制与管控创新实践 ——以佛山、珠海为例 张一恒，兰小梅 摘要：控规编制的意义既在于对各项规划要求和指标的落实，又是介乎土地管理和建筑管理之间的管控文 件。然而控规实践近30年来，我国城市不断涌现新的发展要求，如存量规划、慢行交通、海绵城市、城市 设计、城市更新等，使得控规运行中不断出现新的矛盾和不适应性。本次研究即是基于以佛山和珠海在2016 年以来开展的控规改革进行分析，在全面深化改革、推进治理体系和治理能力现代化的背景下，探讨如何 进行控规编制与管控创新。全文通过对我国控规发展沿革、现行运行的问题和运行体系的总结归纳，佛山 和珠海在改革背景、改革方向和改革亮点等方面的总结和比对分析，体现了类似地区在控规层面可以进行 改革的两种方向，为我国其他地区的控规改革和实践提供有益经验。 关键词：控制性详细规划，深化改革，规划管理，编制与管控，创新实践，新常态 TheInnovationPractice andReformoftheDetailedPlanning--Take FoshanandZhuhai asanExample Abstract ：The significance of the detailed planning is not only the implementation of various planning requirements and indicators,but also the control documentsbetween land management andbuilding management. However regulatory practice for nearly 30 years, our country city emerging new development requirements, such as stock planning, slow traffic, sponge, urban design, urban renewal, etc., that makes the control rules in the operation of the emerging new contradictions and inadaptability.
