应用型高校创新创业教育与企业创新发展协同性研究 　　摘 要：建立应用型高校与企业创新能力评估指标体系，利用北上广深、东南沿海、西南和东北四个区域2010～2014年间企业面板数据，结合耦合度模型开展实证分析，认为应用型高校创新创业教育和企业创新能力之间存在协同性，但具有差异性。在实现应用型高校与企业成功对接基础上，建议企业与应用型高校的合作水平上升到新的台阶，并努力实现合作内容多元化。政府可适当加大对高校―企业产学研协调创新的支持力度，为应用型高校创新创业教育和企业创新驱动发展提供良好的外部环境。 　　关键词：应用型高校；创新创业教育；创新驱动发展；协同创新；系统耦合 　　中图分类号：G646 　　文献标识码：A 文章编号：1672-1101（2016）02-0090-07 　　Abstract： In this paper the evaluation index system of the innovation capability of application-oriented universities and enterprises is constructed. Based on the coupling model and the latest enterprise panel data in Beijing， Shanghai， Guangzhou， Shenzhen， the southeast coast， the southwest and the northeast of China during 2010-2014， an empirical analysis is conducted. The empirical results show that that there is synergy between the education on innovation and entrepreneurship in application-oriented universities and the innovation and development of enterprises. However， the degree of synergy may vary. On this basis， this paper suggests that on the basis of the convergence of the universities and enterprises， the cooperation between universities and enterprises should be elevated to a new height and the projects on which universities and enterprises may cooperate should be diversified. Besides， the government should do more to support the the coordinated innovation of universities and enterprises， creating a more friendly external environment for the education on innovation and entrepreneurship in application-oriented universities and the innovation-driven development of enterprises. 　　Key words： application-oriented universities； innovation-driven development； collaborative innovation； system coupling 　　一、研究背景与意义 　　科学技术是第一生产力。早于2006 年，国家便将区域创新建设纳入中长期科学和技术发展规划。引导各省市为建立区域创新体系和国家创新体系而努力奋斗。2012年，十八大再次强调了科技创新的重要作用，明确将其置于国家发展的核心地位。2015年十八届五中全会进一步指出高校作为科研基地和人才输出中心，在实现创新驱动发展中扮演着重要的角色[1]。一般情况下，企业创新能力的提高可从内外两方面进行尝试：对内提升自身研发投入和研发绩效，对外依靠外部创新活动溢出效应。无论是何种尝试，其目的都是为了让企业实现对先进技术的独占，从而获得核心市场竞争力[2]。 　　应用型高校以面向区域和行业经济发展，以自己的办学特色，发展应用技
