建设安全文化提升安全素质——对铁路安全文化建设的几点思考 摘 要 本文提出了安全文化是统帅安全管理工作的灵魂，建设安全文化是时代的主题。 安 全是铁路永恒的主题，建设铁路安全文化对于保障铁路员工的身心健康和运输对象的安全十分重 要。通过建设安全文化，形成强烈的“文化力”，以此驱动铁路企业 提出的“以人为本”、“法情并重”、 “无为而治”的安全管理理念，创新安全管理机制、提升员工素质和营造“大安全”氛围，从而全面提升 安全管理水平，确保 实现铁路运输有序可控基本稳定的目标。 在本文中，笔者经过几年来的潜心研究和实践，提出一套对安全文化建设程序进行评价的数学模型体系， 而且运用这套模型体系进行评价得出的结论是真实客观的。 Abstract This paper presented that safe culture is the soul of commanding safe management，to build safe M culture is the main topic of the time ． O To be safety is always the main topic in railway industry ．Its very important to build safe culture in railway C for ensuring the health in heart and body of railway staffs and for ensuring the safety of passengers ．Through . building safe culture ，a strong “culture force ” can be formed to promot the safe concept of “Man is the first ， G law and love are both important and carry out conscientiously ” which presented by railway industry ，and a new N ideal of management mechanism O will be brought to promot the quality of the staffs and to make the safety ．Atmosphere ，so as to increase the level L of management in all directions and to realize that the steady railway service can be controled in order ． U Through many years of resesrch and practice ，the author presented in this paper a set of mathematics model H system for evaluaty the procedure of building safe culture and the result by using this system is real and objective ． Z .
