管理技术 特 种 设 备 使 用 单 位 落 实 安 全 主 体 责 任 构 成 及 申 报 检 验 措 施 探 讨 李啸凌 (上海市普陀区市场监督管理局 上海 200333) 摘 要：特种设备使用单位的安全主体责任地位，是通过多年来屡屡发生的特种设备安全事故血的教训 中总结得出的重要经验。安全主体责任落实是否到位，直接关乎使用环节的特种设备安全。申报检验不仅是 特种设备使用单位落实安全主体责任的一项重要内容，更是验证安全主体责任是否落实的重要指标。当前特 种设备使用单位落实安全主体责任还不够深入、全面，通过分析现状，从申报检验环节入手，引导企业切实 有效地强化特种设备安全主体责任意识。 关键词：特种设备使用单位 安全主体责任 申报检验 The Constitution of the Primary Safety Responsibility and Discussion on Declaration Inspection Measures Carried out by the Units Using Special Equipment Li Xiaoling (Market Supervision Administration Bureau of Shanghai Putuo District Shanghai 200333) Abstract It is summarized from experiences of many bloody special equipment accidents frequently happened in the past that the special equipment using units should take the primary safety responsibility. Therefore, whether the responsibility taking is put in place directly relates to the safety during the special equipment using part. As a result, the declaration and application of special equipment inspection is not only one of the signifi cant parts of putting the responsibility taking in place, but also an essential indicator of verifying if it has been put in place. Nowadays, those basic tasks haven’t been implemented comprehensively, which calls for guiding enterprises to enhance awareness of responsibility for the safety of special equipment effi ciently and effectively by analyzing the status and then beginning from the declaration part of special equipment inspection.
