华北电力大学硕士论文 摘 要 随着我国综合国力的不断提升，国际地位不断提高，我国已经发展为拥有最高 电压等级的交直流混合电网，一旦电网出现安全稳定、外力破坏等问题，极有可能 引发大面积停电，因此研究电力系统安全评价具有重要的理论意义及工程实用价 值。随着一些国际性的重大活动及体育赛事也选择了在中国的城市举办，如何保证 大型赛事期间城市电网供电保障系统安全运行，是摆在电网公司面前的一道难题。 目前地区级城市电网一直缺乏系统性的安全性评价，而大型活动保供电工作对 电网安全性要求甚高，面对日益扩大的电网规模及复杂的运行方式，如何保证保供 电工作万无一失，需提前对电网开展安全性评价，以有效评估电网在特殊时期承受 风险的能力，从而将故障范围控制在最小，故障时间控制在最短。 电力系统安全性评价方法主要有确定法、概率法和风险评估法。本文采用基于 风险评估方法对农运会期间电网进行诊断，认真分析了电网目前存在的问题和制约 因素，并从技术、管理等方面建立安全防御体系，以确保农运会保供电系统安全运 行，有效应对电网可能发生的任何事故。同时对其他城市开展大型保供电活动提供 借鉴。 关键词：地区电网 安全性评价；风险评估；风险指标；可靠性 - I - 华北电力大学硕士论文 Abstract With the rising of Chinas comprehensive national strength and international status rise ceaselessly, our country has been developing for AC/DC hybrid power grid with the highest voltage grade, once the problem such as power grid security and stability, external force damage, is likely to cause blackouts, so the safety assessment of power system has important theoretical significance and engineering practical value.
