摘 要 摘 要 改革开放以来,随着我国土地使用制度和城镇住房制度的不断改革变化,房地产金 融市场也在逐渐壮大。住房贷款、房地产抵押贷款、房地产信托等房地产金融活动的盛 行,不仅将金融业与房地产业紧密结合起来,促进了资金流通,而且为金融机构拓展了 业务,为房地产业的发展提供了经济支持。房地产抵押贷款作为房地产金融活动的重要 组成部分,能够得以良好地运行,是以科学合理的贷款额度为基础的。而在建工程由于 自身的特殊性,使得其贷款额度的确定存在更多的困难,不合理的贷款额度容易给金融 机构带来较大的资金收回风险,所以,规范在建工程抵押评估,完善其评估方法和技术 是评估业面临的一个重要课题,关系到房地产金融市场的健康发展。 本文立足于当前我国在建工程抵押相关法律法规,详细地对在建工程抵押评估有关 内容进行论述,提出评估方法的改进意见,选取具体在建工程实例,采用改进后的评估 方法对其进行评估。首先说明目前该领域的研究现状、本文研究的内容及采用的研究方 法;其次从评估特点、评估对象及范围、评估目的及价值类型、评估时点及原则、抵押 价值影响因素等角度出发,对在建工程抵押评估作基本阐述;然后对在建工程抵押评估 方法进行改进,并按房地产类型对评估方法的应用加以说明;最后以JY在建工程为例, 应用前文所述方法,说明对在建工程进行抵押价值评估的基本过程。 关键词 在建工程 抵押评估 评估方法 I Abstract Abstract Since the reform and opening up, with the reform and change of the land use system and the urban housing system, real estate finance market is gradually expanding.
