Abstract
As the main body of grassroots government, the leading level is directly
related to the implementation of the new village policy, and the performance
evaluation and assessment of leading cadres of villages is the key stages to improve
their governance level and change their style of work. This paper studied on the issue
of performance appraisal of leading cadres of villages, proposed the quantitative
assessment methods using fuzzy comprehensive evaluation, and carried on the
empirical research in HY town.
According to the present situation of performance appraisal both at home and
abroad, the paper analyzed the applicability of using fuzzy comprehensive evaluation
method in leading cadre’s performance evaluation, explored the basic process of
fuzzy comprehensive evaluation, focusing on several key issues, and finally the
paper established the performance fuzzy comprehensive evaluation of village
leaders.
Through the empirical research carried on in HY town, the paper took place
the investigation of the fuzzy comprehensive evaluation method. The paper revised
the evaluation index hierarchy via the empirical investigation in HY town,
determined the index weights with confidence modified AHP method, and built the
performance fuzzy comprehensive evaluation model of HY leaders. Based on that,
the paper constituted a comprehensive evaluation of three leading cadres by groups
composed of 20 persons. It’s showed that the method discussed in this paper could
be effectively quantified evaluation of each leader’s annual performance, it could
still discern the difference on qualitative evaluation grade consistent situation, and
the effect was good.
