安徽省阜南县农村公私合作办学模式的探讨 ( 作者：郭凯　　发表时间：2014年11月 ) 摘 要 农村教育一直是中国教育的薄弱环节，农村人口之众多，受教育人口之众多，农村的教育问题也必将长期困扰中国的教育。随着中国经济的腾飞，流动人口也迅速向城市膨胀，农村教育也出现了许多新的诸如留守儿童问题，流动儿童入学的问题等难以解决的问题。这些问题都关系着中国的社会和谐，关系着中国软实力的提升。结合我国国情，立足于现实，发挥市场对资源配置的作用，优化资源配置，探索公私合作的道路，改变农村教育现状，实现共赢，是本文着重探讨的。最后得出结论：农村实行公私合作办学是可行的经济的道路，符合中央提出的建立节约型社会，合作方式也是多样的，前景可观。 关键词：农村教育, 留守儿童, 流动儿童, 资源配置, 公私合作 Abstract The rural education has been the weak link of China’s education. The rural educational problems will be the bitter-pills for a long time because most of people and school-aged people live in the rural area of China. Some new problems, such as left-behind children, migrant children in cities come out as China’s economy grows the migrant people flood into cities in an amazing speed. These problems related to the social harmony and the soft－power enhancing of China. This paper focuses on the topic of that how to change the current educational conditions of rural area under the consideration of our national conditions and the current conditions of rural area, use the resource allocation functions of market to optimize the resource allocation, to explore a way of public-private partnership to reach a goal of mutual benefits. At last this article draws a conclusion: The way of PPP is a feasible and economical way and it is catering for the conservation-conscious Society Building which proposed by central government. The modes of cooperation are diversified and it has a bright future.
