We should persist in combining economic system reform in cities and countryside and political system reform as well as promote comprehensive and coordinated reforms of farmland property right system reform, income allocation system and administrative management system by restoring the complex farmland property right system established in the beginning of the PRC’s foundation requiring that all the cultivated land belong to farmers and the non-cultivated land belong to our country including forests, hills and mountains, grassland, wasteland, beach, water surface and streets, standardizing income allocation relations between cities and countryside and establishing rural economic system and operation al mechanism which complies with socialist market economic development Key Words:well-off society;rural refor
