新型农村合作医疗制度问题分析及对策建议—以红河州石屏县为例 新型农村合作医疗制度问题分析及对策建议?以红河州石屏县为例 摘 要 农村合作医疗是由中国农民独创的互助共济的医疗保障制度。自新农合实施以来已取得明显的效果。以云南省石屏县为例,在新型农村合作医疗制度不断推进中,还存在着一些较为突出问题:政策宣传不够深入;医疗补偿水平偏低;医疗监督管理不够科学规范;立法滞后,政策不过硬;缺乏合理的人才机制;乡村卫生院(室)医疗条件较差等等。因此,为完善石屏县新型农村合作医疗制度不足,各级政府应从以下几个方面着手:加大宣传教育力度,提高农民参加新型农村合作医疗的积极性;建立科学、合理的医疗资金筹集机制;强化新型农村合作医疗监管,提高管理效率;加快相关立法,确保新型农村医疗保障制度政策的稳定性;加强新型农村合作医疗基层卫生人才的建设;加大农村卫生资源投入,提高对农村居民的卫生服务。 关键词:新型农村合作医疗;问题;对策 ABSTRACT Rural cooperative medical care system is by the Chinese farmers original help each other in all aid medical security system.
