PAGE V 毕业论文（设计） 题目中美灾害应急救援指挥体系比较研究 学 号 姓 名 系 队 专 业 二○一○年五月 摘 要 近年来，中国重特大事故不断发生，损失十分严重，安全生产应急救援工作中暴露出的问题日益突出：应急救援力量分散，应急指挥职能交叉；应急管理薄弱，应急反应迟缓，应急装备数量不足和落后，救援能力差；应急法制基础不健全，应急意识薄弱和应急观念陈旧。建设多层次的综合应急救援系统，是中国当前所面临的新的经济建设和社会目标对政府提出的要求，借鉴国外先进的救援经验是加快我国应急救援系统建设的一条捷径。 本文在对中美两国的灾害应救援指挥机构进行介绍的基础上，进一步对中美两国处置灾害的应急救援指挥进行比较，通过对两国的组织构成、运作模式、法律基础、保障系统进行对比，找出中美两国在灾害应急救援指挥中的不同，寻找两者的差距，指出中国在灾害应急救援指挥中存在的问题，有针对性的提出改善建议，以利于进一步改善我国的灾害应急救援指挥体系，提高我国在处置灾害突发事件的能力，减少灾害所造成的损失。 关键词： 消防指挥；联邦应急救援署 ； 应急救援； 突发事件； 体系 Abstract In recent years, great accidents occurs frequently in China, for this weve got a serious loss, the problems exposed by production safety emergency rescue is increasingly prominent: emergency rescue scattered forces, emergency command overlapping functions, weak in emergency management, slow in emergency response , deficiency and backward in emergency equipment quantity , rescue ability , un-sound and also non-standard emergency legal basis, weak awareness of emergency response and obsolete concept. Construction of multi-level comprehensive emergency rescue systems the demand where China is currently facing the new economic construction and social objectives for the governments request, and learning from the advanced experience of rescue emergency rescue system abroad is a shortcut to accelerate the construction of that in China. Based on Sino-American disaster rescue organization which should be introduced on the basis of Sino-us disposal disaster emergency rescue, through the comparison of the two organizations in operation pattern, legal basis, security system, only in order to find the different disaster emergency rescue and gapL. between them, then point out that the disaster relief command and problems existing in the improvement therefore pertinent suggestions about improvement for China, and further improve the disaster emergency rescue system and disposal disasters in emergency capability, as a result we can re
