T-Mobile branded devices should provide a fully integrated Access Steering Manager (ASM) developed by OEM based on the requirements specified in this TRD. The differences from traditional Wi-Fi experience are listed below. 1. Access Network Discovery and Selection Function (ANDSF) ANDSF function obtains access reference and traffic steering policy configurations / parameters by network policy push or pull (default policy based on subscriber plan; real time policy refresh in special on-demand occasions, e.g. network congestion) 2. Best user experience ASM shall have the mechanism to measure / determine the quality of service experience (QoE) over current access network ASM shall be able to compare current QoE vs the expected QoE when current QoE is below pre-defined expectation ASM shall be able to handle connectivity establishment based on different device mobility behavior 3. Capable of traffic aggregation when commanded ASM is capable to integrate with network based IP flow mobility for traffic aggregation 4. Intelligent Network Selection (INS) ASM shall be able to steer traffic to the best access network based on ANDSF policy criteria and the access network with the best QoE 1.2 Scope ID: GID-TXT-216904 Device shall obtain ANDSF MO through the device configuration client through an API call to the entitlement server.
