我国中小企业应对技术性贸易壁垒的对策研究 PAGE 10 摘 要 中文摘要： 技术性贸易壁垒是进口国为了保护本国的产业和利益制定的用来限制外国商品进入本国市场的商品标准、法规以及检验商品的合格性评定。随着关税壁垒的减弱，技术性贸易壁垒在国际贸易中起到的障碍作用越来越大。由于我国是世界贸易组织的新成员，所以中小企业对国际贸易组织的规则不熟悉，对国际标准也采用得不多，此外，产品安全质量管理和竞争力不够，再加上与外国文化背景、生活习惯、维护人身健康、安全及生活环境等方面存在着不同的价值观念，与外国工业化程度、科技发展水平和消费水平也存在着差异，导致了技术法规和技术标准的差异，形成了贸易障碍。目前，我国在出口贸易中遇到的技术性贸易壁垒涉及的行业广、品种多，不仅新兴的高新技术产业面临着苛刻的技术壁垒，而且传统的服装、打火机、纺织、农产品也受到技术壁垒的困扰。在国外技术性贸易壁垒不断强化的形式下，研究国外技术性贸易壁垒，积极推广使用国际标准，加速我国相关技术标准法律法规建设，建立我国自己的技术性贸易壁垒体系是完全必要的。 中文关键词: 技术性贸易壁垒 中小企业 国际贸易 English abtract： Technical Barriers to Trade is a kind of commodity standard,regulations and aqualified assesses to exam commodities,which made by import countries to protect their country’s industry and benefit and to limit other countries’commodities to enter their markets. With the weakening of Tariff Barriers, obstacle function of Technical Barriers to Trade(TBT) in the International Trade become more and more big. Our country is a new member of World Trade Organization(WTO), so medium small business enterprises are not acquaint with rules of WTO and also not often use of International Standard, in addition, they lock of safety and quality management of products and competitive. Besides that, between China and other countries, there are different concepts of value at cultural background、living habits、keep body health、safety and living environment; there also have different at industrialize degree、technology development level and consumption level; these difference lead to the different of technical regulations and technical standard,then,trade barriar formed. Now,there are variety of TBT in all kinds of profession, not only high-tech industry faced up to haesh TBT, but traditional clothing,cigarette lighter,spinning and agricultural products are also subjected to TBT. Foreignal TBT will become strengthen and strengthen, research foreignal TBT, positively promotes to use of international standard, accelerate relevent technical standard and laws construction, set up our count
