摘要 我国推行的新型农村合医疗保险是指农村居民以互助合作为基础，通过政 府、集体和个人集资，按照“风险共担、互助共济”的原则建立起来的为农村居 民提供基本医疗保健服务的医疗保障制度。“新农合”的建立不仅能够改善中国 几亿农民的医疗条件，有效的推进我国的整体医疗还能更有效的加快中国向小康 迈进的速度和城镇化进程，缓解农村和城市之间的二元结构矛盾，这对促进公平 正义，建设和谐社会有着重要意义。 本文以江苏省如皋市新型农村合作医疗保险为研究对象，通过阅读大量的历 史资料，分析我国新型农村合作医疗保险制度的发展历史，在借鉴国内外合作医 疗发展思路基础上，通过对当前新型农村合作医疗保险在其运行过程中的实际运 行效果、管理模式、监督运行机制等方面进行深入细致的分析后，认为我国新型 农村合作医疗制度还存在着一些问题：新型农村合作医疗保险制度的个人筹资负 担加重、补偿受益面窄、管理水平低、主动参合的积极性不高和法律法规不健全。 分析其产生的原因主要有：新型农村合作医疗保险制度的筹资渠道不合理、补偿 机制不完善、监管机制不健全、政策宣传不到位和缺少相应的法律基础。最终提 出完善新型农村合作医疗制度的对策和建议：拓宽新农合的筹资渠道、推动新农 合的补偿机制改革、加强新农合的监管力度、加大对新农合的宣传力度和推进立 法进程等。 关键词：社会保障；社会保险；医疗保险；新型农村合作医疗保险 I 万方数据 Abstract The new rural cooperation medical treatment is to point to the rural residents to the mutual cooperation as the foundation, through the government, the collective and individual collects money, according to “share the risk, help each other in all aid” principle set up for the ruralresidentstoprovide basic medical andhealth care service of medical security system.
