PAGE PAGE 1 关于总额预付制度的阶段性研究 李强 吴平 怀化市医保中心 摘要：2008年，新医保方案提出了总额预付制度是付费方式改革的方向，全国已有多个地区实行了总额预付并取得了一些经验，本文介绍了总额预付制度的基本特征，在研究其他地区的经验后，结合本市的现状提出了实施总额预付制度的三个阶段，通过建立多种结算方式相结合的总额预付制度，最终建立既有公平又不失效率的医保管理制度。 关键词： 总额预付 阶段性 公平 效率 Abstract：In 2008, the new health care plan put forward total prepaid payment system is the direction of reform, the country has a number of areas of total prepaid and gained some experience, this paper introduces the total prepaid systems basic characteristics, in other areas of experience, combined with the city s present situation proposed the implementation of total pre
