关于中国农村土地产权制度改革的思考.docVIP

中文摘要 摘 要 土地问题是中国农业与农村工作的重点，是农村稳定的基础。土地产权制度是土地制度的核心。本文从中国现行农村土地利用中的矛盾入手，揭示出中国现行农村土地产权主体本底不清、界定模糊、土地流转机制不健全等弊端。提出“明晰土地产权；强化农村土地承包权；建立统一的城乡土地市场；加强立法；着力推进农村土地产权流转市场化”等土地产权制度改革的对策。 在人类社会的经济活动中，产权制度起着基本游戏规则的作用，对整个经济活动的效率有着至关重要的影响。党的十七届三中会会《关于推进农村改革发展若干重大问题的决定》指出：“按照产权清晰、用途管制、节俭集约、严格管理的原则，进一步完善农村土地管理制度。”这表明我国在理论上、实践上已经启动了农村土地产权制度改革。 关键词 农村 土地流转 产权制度 英文摘要 The researching about Chinese rural land property rights system reforms Abstract: The land problem is the chinese agricultural and rural work, the key is the foundation of rural stability.
