PAGE PAGE 28 施工企业项目管理探析 摘 要 随着市场化进程的加快和国有企业改革的不断深入，我国施工企业特别是国有大型施工企业的内外部环境正在发生重大而深刻的变化。如何适应这种变化，在充分发挥企业优势的基础上，将企业的资源和能力与这种变化了的环境更好地协调起来，从而对培养企业的长远发展和竞争能力做出审慎的思考，并得出周全的结论，就成为众多大型施工企业紧迫而现实的选择。 本文运用现代项目管理理论作指导，系统分析了施工企业在配套制度改革、用人机制、责权利分配、考核监督机制等方面存在的问题，在此基础上，提出了全面、全过程项目管理方法，并将之应用于工程实际，取得了很好的效果。本文重点研究了工程项目管理在三大目标控制(质量、进度和成本)方面的管理方法改革和技术措施改进；给出了施工企业选择项目管理组织机构的原则：对影响施工质量、进度及成本的因素进行了分析，在此基础上，针对施工企业管理中存在的问题，提出了全面质量管理、全过程动态进度管理和成本管理的新方法。最后通过对滨海公路北段第六合同段项目管理实例分析，对施工企业工程项目管理配套体制改革提出了改进性的建议。 关键词：管理；施工企业；项目管理 Examination questions: The construction enterprise project management searches analyzes Abstract of thesis This article system analysis construction enterprise has existed question.
