农村防灾应急综合能力评估实例研究 刘玲梅，王培茗 摘要：以大理禾甸镇的农村为研究对象，通过调查统计和模糊综合评价的方法，对农村的防灾应急综合能 力进行评估，为改善农村的应急综合能力提供科学的依据与建议。本文的创新点在于：（1）将问卷调查统 计和模糊综合评价运用于农村的应急能力评估，（2）完善了农村应急综合能力的评估体系。经研究得出结 论: （1）禾甸镇农村的电力设施相比其他指标要好一些，供电充足，没有电力事故发生；（2）当前新农村 建设，房屋大多都是砖混结构，建设年代也是近几年，改善了房屋的抗震能力； （3）消防设施极少，基本 只有应急用水； （4）村里几乎没有相应资质的卫生所，即使有也不能提供好的就医条件； （5）大部分村 民对应急预案的编制与相关法律法规基本没有任何了解；（6）禾甸镇农村的防灾应急综合能力总体还未达 到一般的水平。 关键词：防灾应急综合能力，评估，农村，调查统计，模糊综合评价 Abstract :Takingtherural area ofHedianTown inDali astheresearch object,throughthemethodsofinvestigati- on andstatisticsand fuzzy comprehensiveevaluation,thecomprehensivecapacity ofdisasterprevention andemer- gencyresponseinruralareasisevaluatedtoprovide scientificbasisand suggestionsfor improvingtheemergency comprehensiveability inruralareas.Theinnovationsofthispaper are:(1)Thequestionnairesurvey statisticsand fuzzy comprehensiveevaluation areappliedtotheassessment ofemergency capacity inruralareas; (2)Theasse- ssment system ofruralemergency comprehensiveability isperfected.Afterresearch,theconclusionsareasfollo- ws :(1)Thepower facilitiesintheruralarea ofHedianTown arebetterthan other indicators.Thepower supplyis sufficient andthereisnoelectricpower accident.(2)Inthecurrentnewrural construction,mosthousesarebrick- concretestructures,andtheconstructionperiodisalsorecentyears,that improvedtheearthquakeresistance ofthe house;(3)Manyvillagestherearevery few fire facilities,basically only emergencywater;(4)Thevillagesalmost noqualifiedhealth clinics,even ifit doesnotprovidegoodmedical conditions;(5)Mostvillagerson emergency plansThepreparation andrelevant lawsandregulationsbasically donothaveanyunderstanding;(6)The compre- hensivecapacity ofdisasterprevention andemergencyresponseinrural areasofHedianTownhasnotyetreached thegeneral level.
