First of all, the designer must consider the intended use of the elevator. Designer must ask questions such as; will that elevator be used to carry passengers, goods or combination of both? What will be the environment that the elevator will be installed and used? Are there any specific users and/or term of usage applicable to that elevator? 一台安全电梯的设计依赖于多种因素。首先，设计者必须考虑电梯预期使用状况。设计师必须询问如下问题：如：电梯将被用于运输乘客，货物或者客货混用？电梯安装和使用的环境如何？有没有特殊使用者或使用状况？ Based on the intended use, the designer must identify the hazards and risks to persons inside and outside the elevators considering the life time use of the elevator. 基于预期使用状况，设计师必须找出在整个寿命周期内外电梯对乘客的风险和危害 European standards for safety of elevators provide a wide range of technical specifications to address those risks. Currently 34 standards and other technical documents are available and another 10 are under development. 欧洲电梯安全标准在一个非常广泛的范围内为这些风险提供了技术解决方案。目前这个标准体系有34项标准以及其他技术文件，还有另外10项正在起草中。 Specific attention must be paid to other standards referenced within the safety standards.
