中国性别平等与妇女发展评估报告(1995—2005) 中国性别平等与妇女发展指标研究与应用课题组 英文标题： Evaluation Report on Gender Equality and Women Developmentin China，1995—2005 内容提要： 本报告基于全面小康社会性别平等与妇女发展指标研究，从健康、教育、经济、政治 与决策、家庭和性别平等与妇女发展的社会环境六个方面对中国和各省、自治区、直 辖市性别平等与妇女发展状况进行评估。指出男女两性在不同领域的发展差距，以及 不同经济社会发展水平的地区的性别平等与妇女发展程度与差异等。报告表明，经济 社会发展并不必然带来性别平等与妇女发展状况的改善。 英文摘要： This Report aims to develop a set of indicators to evaluategender equality and women development in a Xiao Kang society.It evaluateswith the indicators the progress made in gender equality and women developmentin each of all the provinces，autonomous regions and municipalities inChina in the six areas：health ， education ，economy ，politics anddecision-making ，family and the social environment suitable for genderequality and womens development.It points out difference between womenand men in the above areas of development as well as changes that haveoccurred and are occurring.Moreover，it recognizes disparities in thestate of gender equality and women development among regions that havedifferent levels of economic and social development.It concludes thateconomic and social development will not necessarily bring forth the improvementof gender equality and women development. 关键词：性别平等 妇女发展 评估gender equality/women development/evaluation 1995 年以来，第四次世界妇女大会在中国的召开以及中国经济持续增长和社会全面进 步，使妇女发展获得了前所未有的机遇，但也面临许多新情况和新问题。全面客观地评估中 国性别平等与妇女发展的进展及面临的挑战十分必要，将有助于政府、非政府组织和社会公 众客观、准确地认识中国性别平等与妇女发展的状况，明确促进性别平等与妇女发展应优先 关注的问题和进一步努力的方向。 基于全面小康社会性别平等与妇女发展指标体系的研究，本报告从健康、教育、经济、 政治与决策、家庭和性别平等与妇女发展的社会环境六个方面对中国和各省、自治区、直辖 市（以下简称省区市）性别平等与妇女发展状况进行评估。 本报告所理解的性别平等与妇女发展是互为条件、互相促进的辩证统一。“性别平等” 强调性男女两性在权利、机会、责任和评价上的平等。而“妇女发展”则主要指妇女各方面 状况的改善，也包含为促进性别平等与妇女发展而采取的积极措施。我们所追求的性别平等 应该是发展基础上的平等，我们所期待的妇女发展则是平等前提下的发展。 基于上述对性别平等与妇女发展基本概念的理解，本次评估采用的指标主要分为三类： 第一类是反映男女两性权益享
