摘 要 随着我国经济的快速发展，违章建筑在全国各地普遍存在，文成县亦是如此。 虽然在过去的六年里，文成县在治理违章建筑的问题上投入了大量的人力财力物 力，完善了方方面面的制度建设，有许多亮点，但面对新形势的发展，违章建筑 治理问题依旧任重道远。 全文共分五个部分，第一部分为绪论，第二部分为违章建筑的概念、分类及 治理理论。第三部分为文成县违章建筑治理现状。第四部分为文成县违章建筑形 成的原因及治理中存在的问题。第五部分为改善文成县违章建筑治理对策。本文 在探讨治理违章建筑的对策和建议的过程中，结合自身的一线执法经历，始终注 重理论联系实践，特别是联系执法实践中存在的问题和困境，确保提加强宣传出 的对策和建议有针对性，从治理违建的源头出发，提出完善法律法规，加强氛围 宣传，多举并措做好违章建筑的监管工作、综合联动执法、提升拆违人员素质、 强化队伍建设等对策。为进一步推动文成县违建治理的发展，运用调查研究、文 献研究、案例分析等相结合的方法，研究出文成县目前切实可行的违章建筑治理 方案，以制度完善为根本，最终改善民生。 关键词：违章建筑；治理；拆违 I Abstract With the rapid development of Chinas economy , illegal buildings are widespread throughout the country, as is Wencheng County.Although in the past six years, Wencheng County has invested a lot of manpower, financial and material resources in the management of illegal construction, perfected all aspects of the system construction,there aremanybright spots,but in theface ofthedevelopment of thenew situation,themanagement ofillegalconstruction stillhasalongway togo.
