摘 要 党的十八大以来，党中央、国务院高度重视营商环境，为打造国际化、法治 化、便利化的营商环境，作出了一系列关于优化营商环境、提高综合竞争力的重 大部署。为深入贯彻落实党的十九大精神、市委市政府 “全国一流、全省领先” 目标要求，近年来，温州市政府为优化营商环境陆续出台了系列文件，但是效果 反响有待改进。 本文以温州市为例，运用文献检索、实地问卷调查与访谈等形式，对温州市 营商环境的现状、存在的问题进行了调查分析，并深入探究了问题的成因，最后 从简政放权、政务服务、政府信用、奖励政策等方面提出优化温州市营商环境的 对策建议，目的是为进一步提高温州企业的准入便利化、经营规范化水平，为全 力打造公平、稳定、高效的营商环境作出一份力量。 关键词： 温州市营商环境；优化；研究 II Abstract th Since the 18 National Congress of the Communist Party of China(CPC),the CPC Central Committee and the State Council have attached great importance to optimizing the business environment and enhance comprehensive competitiveness in order to create an internationalized,rule of law,and convenient business environment.In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the municipal governments national first-class, provincial-leading target requirements,in recent years,the Wenzhou Municipal Government has issued a series of relevant documents to continuously optimizethebusinessenvironment,buttheresultshavenotbeen satisfactory. Takingwenzhou city as an example,using the field investigation,interviews and other forms, the current situation of Wenzhou business environment, the existence question has carried on the investigation and analysis, this paper further from and decentralization, government services, government credit, such as incentives for root cause analysis, put forward the optimization countermeasures and Suggestions of doing business, in order to further improve the level of access and facilitation of wenzhou, management standardization, to create a fair, stable and efficient business environmenttoaforce.
