govtsim.doc The Bonkers Bureau A REENGINEERING SIMULATION OVERVIEW The Bonkers Bureau has been successfully completing its function for years with very little notice or outside pressure from industry. Recently, the entire government has come under attack for being inefficient and too costly. As a part of that effort the Reinventing the Government group has identified fifty reinvention labs within the federal government. The Bonkers Bureau has been chosen as one these reinvention labs. Due to pressure from a Republican Congress, all of the reinvention labs have been told to improve their performance or face elimination. With all of this pressure, your Bureau has decided to try to reengineer itself. The Bonkers Bureau produces widgets for other departments and agencies of the government. These departments and agencies require that all products be shipped on time and in complete ordered quantities. Partial shipments may be acceptable and all defective products will be returned with no rework allowed. These departments and agencies (customers) call in their orders to the customer ordering manager. There will be a government reengineering conference to discus the results of the reinvention labs. Part of these conferences will probably include some congressional hearings. Due to the cost saving orientation of Congress, the lowest total cost to the American people will determine the success of each reinvention lab. Rumor has it that Congress and the Vice President are looking for a cost of less than $25 per widget. The winners will receive approval for reengineering implementation and be spared more Congressional cost cutting, for now.
